State law requires that out-of-district transfer applications and agreements must be completed and signed each year for new and existing out-of-district students. Therefore, your student must apply for enrollment at CISD for the 2026-2027 school year. Please complete an application packet for each student requesting to be a transfer. The application packet is located on this page below this letter. Because space is limited, please return them to your campus principal as soon as possible before June 30, 2026 or mail them to 501 N. Main, Covington, Texas 76636. The campus committee will review upon submission of the required documents, whether your child has met the requirements to enroll at Covington ISD.
Please note that all of the required documents must be presented with your application or it will be considered incomplete, delaying the decision process. You, the parent, must request these documents from your child's previous school. If your student was a transfer at CISD during the 2025-2026 school year, you do not have to collect these required documents but you must complete the application and agreement.

Limited Open Enrollment Program
There is no required tuition or payment for non-resident students who desire to attend class in Covington ISD. Approval to attend will be based on the following:
- The current enrollment at the particular grade level or class as well as any special program requirement of the student seeking admission. Consideration shall include the effect of additional students in that grade or program, facilities, staffing needs, and the educational opportunities of resident students.
- The disciplinary record of the student seeking admission.
- The attendance record of the student seeking admission.
- The academic record of the student seeking admission including the student's performance on applicable state-mandated assessments, and/or standardized test (ITBS, etc.) the student's record of promotion to the next grade level and the student's extracurricular record.
- The parent's compliance with District and Campus policies and regulations.
